Adgate: "You have reached the limit on this offer today" error

i was attempting to do the adgate offer for the final fantasy app. i can access the adgate offer on my laptop (http://ift.tt/2rcWxjN), but when i put the link into chrome on my android phone, i get an error that it's not available for my device, with a redirect to something else in the app store.*

if i go the EH website on the phone (i have the EH app, but it does not have any offers other than videos), the adgate offers page does not list any apps at all (unlike the desktop site). if i force chrome to load the desktop site, i get the "you have reached the limit on this offer today" error. once i hit that error, i get the same error page on the desktop too.

so far as i can tell, this error has been 100% repeatable.

*i successfully used this phone to do the game of war and mobile strike offers, which are essentially the same game, so i can't see why FFXV wouldn't work on this device.
