Quick Question about VIP/Bitcoin withdrawals

My current VIP point cap is 250HD (I don't have steam not 10k HDs), however, the minimum withdrawl amount for BTC is $5US/500HD.

Does this mean that I cannot make VIP withdrawals until I break the 10k HD mark? I'm not really comfortable sending tax documents around to companies I don't know...
