Is it against the TOS to use an extension that lowers the resolution of videos?

I tried asking this in the stickied thread but I don't think /u/favgames noticed. I have also e-mailed support a month ago but still haven't received a response.

This year Comcast graciously implemented their 1 TB data plan per month. Go over that limit, every 50 GB after that = $10, max $200. It's that, or you pay either $50 a month to get "unlimited" data.

As of today I already used 313 GB. This is based on 4 devices (1 desktop, 3 laptops) that runs both EH (Not in focus) and TVglee. Every month I can usually reach the 2TB quite easily. Thus I want to know if just using an extension to lower the data rate of these ads is against the TOS?
