I tried redeeming a $5 Paypal GC and never got the SMS verification text

I tried redeeming a $5 Paypal GC and never got the SMS verification text. I tried again...no text. I tried a third time and I got the message "You have exceeded the number of attempts to order SMS or incoming call. You can order 2 calls or SMS in 4 hours. Please contact customer support for further details."

This is the first time I received this issue.
