Looking for clarification on a lot of different mixed information

This month has been the first in a while where i have returned to swagbucks since i guess rewards sights are starting to decline.

This whole ip ban/burt out IP thing explanation started by earnhoney and spilling into other reward sites has got me curious on what is actually verified/confirmed fact and what is fiction.

I know this was a hot topic about two months ago but has since faded.

Back when this was a whole thing people said that if your "panel" numbers were in the red then you have been ip black listed by many sponsors.

And the going proof was that if you cant do encrave and watch videos on sb + have error code 9999 on instagc videos + all red on earnhoney then your ip is burnt out.

the temp fix is to switch your ip, a longer fix is to take a break from all beermoney for a few days.

As of right now my earnhoney numbers arent exactly as good as they were in December but they are about 75% of the way there (more or less).Must higher then they were when all this madness started in January. For swagbucks I havent gotten encrave in a while even in december but as for watch videos. It had a full playlist but it says it is no longer available when i click on it. BUT when it refreshes I am still able to watch 2 playlists (ABC:Quantico from editors pick and little hand says its time from sports). As for instagc i am getting the 9999 error but have been seeing a lot more hypermx then usual.

So as of right now im just wondering if everyone is experiencing this, if im semi ban if thats even a thing or if this is a a less strict version of the burn out ip thing we were all experiencing recently.
