First off, before I get downvoted into oblivion keep in mind I am trying to help.
Question: how reliable is the user panel actually?
Suggestion: Depending on the answer above I have 2 recommendations.
1) Tie the user panel to the channels, say as the user panel drops 70%? or some % either play longer videos with no ads or play the same videos with no ad bidding. Currently we either watch 2 15 second ads or 1 30 second ad totaling 40-80 ads/hour. For a "in trouble" user, drop the ads to say 20/hr?
2) Simply create a channel for those "in trouble" with longer videos or less ads in general. Again shoot for say 20 ads per hour, 3minute long videos with ads inbetween?
In both situation's the user suffers a loss of ads/income but I have to imagine if your soft ban this allows you to continue to use the site/earn. Also viewing a lesser # of ads/hr I have to imagine would make you a more attractive user to ad companies? Just a suggestion to try to help.
