This has come up a number of times within various threads (along with the solution) but it was always tucked away in comment sections. If you're having a problem with Chrome telling you that your Flash plugin was blocked or disabled (with a jigsaw icon), follow these steps to the letter and the problem should go away:
Type chrome://flags into your searchbar and press enter. This will bring up a large list of options. We're interested in two of them.
Change "Prefer HTML over Flash" to 'Disabled'
Change "Run all Flash content when Flash setting is set to "allow"" to 'Enabled'
Finally, double check that you're allowing flash to run automatically in your normal settings as you have been doing. You should no longer have the Flash plugin issue.
